Pattaya, the 30th of September 2010 [PDN]: Following a directive from Major General Adit Ngamjitsuksri (Tourism Police Commissioner), ordering a crackdown on drug and child abuse related crimes in the region, Pattaya Tourism Police, under the command of Lieutenant Colonel Arum Prompan (Tourism Police Region 4 Chief Inspector) arrested two offenders early on Thursday morning.
In the first case, Lt. Col. Prompan conducted officers in the arrest of a Thai national, Mr. Phittaya Phayakthachat [20], who was a known class-1 drug dealer operating between Bangkok and Pattaya. Mr. Phayakthachat was arrested after police instigated a sting operation to catch him in the process of transporting a small quantity of drugs from Bangkok. He was subsequently apprehended in possession of 6 grams Ya-Ice and various other pieces of drug taking paraphernalia at the Rungrueng Bus Station in North Pattaya.
In the second case involving Pattaya Tourism Police, officers successfully apprehend a Swiss national, Mr. Hugo Stephan Leuthold [80], after he was accused of procuring sexual services from a 12-year-old boy in Pattaya.
Mr. Leuthold was initially observed talking and subsequently leaving the South Pattaya nightspot of Walking Street with the alleged victim. Tourism Police, suspecting that the boy had been engaged for devious reasons, followed the pair to a rental room in Soi Honey Inn (off Soi Buakao), Central Pattaya. After a short while, the boy emerged from the residence and was confronted by police, who were informed that Mr. Leuthold had paid him Bt500 for various sexual services. Officers immediately engaged the accused, arresting him for further interrogation on child abuse charges.
Reportedly, both the accused, Mr. Phayakthachat and Mr. Leuthold, confessed to the charges of drug possession/distribution and child abuse respectively and have since been transferred to the Pattaya Police for further judicial proceedings.

How can the hotel let a 12 year old return to the room??!! With all the dubious activity going on in Pattaya, one would think that a hotel would prevent something like this happening.
Whoever passed the kid through needs to be fired or slapped around a bit. Additionally, there should be a policy of not letting kids in unless it is proven that some type of family relationship can be proven.
