Norwegian Arrested in Dubious Pattaya Underage Sex Bust
Pattaya, the 9th of August 2010 [PDN]: At approximately 00:30am on Monday, Lieutenant Colonel Chusak Khethong (Anti-Human Trafficking Division Police) was notified of an incident involving an underage girl and a foreign national at the Health Hotel in Soi Yamoto, South Pattaya.
Following the unidentified tip-off, police organised a raid on the suspect’s room, finding Mr. Oystein Larsen [60] from Norway and a Thai girl, Miss Fa (alias) in a compromising position.
Investigations found that Mr. Larsen had taken Miss Fa, found to be 16-year-old, back to his hotel having agreed to pay her for sexual services in South Pattaya. Miss Fa subsequently acknowledged that Mr. Larsen had propositioned her to have sex with him before taking her back to his hotel room.
Allegedly, police have since found that Mr. Larsen was a regular procurer of underage girls in Pattaya, despite having denied any knowledge of her being underage.
Editors Note: Without negating the seriousness of any case involving sexual intercourse with a minor, this particular instance reveals some very “scary” situations that a foreigner could find himself in when dealing with Pattaya’s working girls.
In this case, the girl was openly touting her ‘business’ in South Pattaya and at 16 was completely aware of the situation she was in and the ramifications any arrest could have for herself and her customers. We all are aware of why these girls are forced into such measures to earn money, but more importantly should not deny that it has some relevance in a case of this nature.
Thai identification cards are a “dime a dozen,” why was she not using a fake or friends card to conceal her age, especially when hotels are increasingly more stringent in keeping records, (not the case in this instance but a plausible situation nonetheless).
Having seen the young girl (not shown due to age), we can confirm, as is so often the case, that it is impossible to determine whether she is 16, 18 or 20-years-old without having documented proof.
In addition, what makes Mr. Larsen’s case so important? A walk down Pattaya’s Beach Road anytime of the day or night will reveal numerous other potential cases of this nature, just from the shear youthful look of the majority of Thai women, “fingers can be pointed.”
The foreign involvement in such cases, which are regularly reported, makes you question are there any Thai-Thai relationships of this kind? The answer is most definitely a YES, but why do we not so frequently here of them? This is Thailand after-all. Certain underlying issues may be affecting the judgement of all parties involved in such busts, although proving it is another matter altogether.
We are not in this or any other instance suggesting that entrapment or corruption is an issue here nor are we condoning Mr. Larsen’s actions, however his situation does bring up some interesting points for any foreigner to consider before enacting the services of prostitute in Pattaya or anywhere in Thailand.

About age and prostitution in Thailand there is little to discuss, they are fixed as follows:
The age of consent in Thailand is 15.
Prostitution is illegal.
To enter a bar you must be 20. However 18 and 19 year olds may work in a bar.
If you are caught with a prostitute under 15 the penalties are severe - possibly life in prison.
If you are caught with a prostitute aged 15, 16 or 17 then the mandatory penalty is 2 years.
If you are caught with a prostitute who is 18 or older and prosecuted - possible you would be the first.
If you want to know for sure go ask the norwegian.. a bigger question is why are you police not cleaning beach road up! pattaya has plenty of go-go bars so I can see no reason why you should let hookers play on the street.

Another think -not really related top this story- is this guy comes from Norway. In Norway Woman (adults) are allowed to prostitute themselves but man are not allowed to use that service and can go for quiet some time in jail. The woman who received the cash for the service can go home and to the street the next day. Well, I've got nothing more to say.
I never saw a working girl of about 12 years on beach road or wherever in Pattaya, nonsense . What I saw where a lot of ugly grannies on beach road.

id give one to the bluey as well there lad, missed her on my beach road rounds last night. no problem heaps more fish in the sea, these dire times is forcen more of them here from the rice fields an all, nothing like a fresh one.
He's only been arrested and they can't charge him and they know it.
We are talking about a filthy old fart taking advantage and raping a underage teenager.
If you doubt her age you should not sleep with her, it is that simple and please stop with the the excuses.

Asking for an ID is no use as it is too easy for them to get a fake one.I would NEVER go with any girl in Pattaya . . . . . just to be on the safe side.Pattaya is a big money earner for many in so many ways as that is where most drunken and stupid farang seems to stay . . . . .
It makes me wounder as to the reasons the police let the illegal prostitution and minors continue working the streets.
Mr. Larsen being a criminal was in fact arrested by criminals.

If he had a daughter then she could of had a daughter and then she would be his granddaughter this granddaughter could then conceive a daughter making this girl his great granddaughter.
This great granddaughter is about the right age he was trying to sleep with.
No sympathy go to jail,directly to jail don't past go and don't collect 200 quid.

I don`t know about this case but we all know that Thai can be difficult to tell what age they are...
A set-up? Prostitution is illegal and no charges on her? She is forced into this activity for money? Afterall this is Thailand?
The hotel is not responsible for checking her ID? All this knowing that Thai females can legally sign away their underage sex privledges with a formal Police document?
Easy case to defend but wait, this is Thailand!!!!!Nothing makes any sense. Pay a fine and be allowed to stay and spend more money, thats all. Pooof!
Maybe the judge might consider the circumstances under which they met when it is time to sentence him, but his mistake should not buy him a free pass.
