Your article is correct if the directory is damaged in terms of the USER not recovering the data - specialty companies can still get your data off (though not necessarily all of it) for a few thousand dollars.
Law enforcement has all kinds of tools to recover incriminating information off hard drives, and deleting only removes the link to the data, not the data itself.
