Pattaya, the 9th of July 2010 [PDN]: At approximately 1:00pm on Friday, Mr. Supphakorn Noja (Pattaya Welfare Protection & Child Development Center Director) revealed the successful discovery of a network of paedophiles operating through various “front” internet café businesses. Investigators have since obtained a statement from a victim of the alleged scam, who revealed that the operation involved largely foreign clients with Thai men acting as intermediaries.
Mr. Noja explained that the Children & Woman Protection Center investigating the cases of Mr. Traiphop Bunphasong and Mr. Mikhail Pletnev, uncovered a network of paedophiles that had been deceiving young children into committing indecent acts having innocently used various internet cafés for gaming purposes.
Allegedly, the children would come to use the internet cafes, often unlicensed, for gaming purposes. Upon spending their money, the children would become indebted to the café operator and offered the chance to clear the debt by performing indecent, sexual acts, with largely foreign clients. Photographs and videos of the incidents would then be uploaded onto the internet and the child would either pay the debt and leave or continue working to earn more money to fund their gaming.

Mr. Bunphasong, arrested by police on Sunday the 4th of July, was implicated as a paedophile agent using an unlicensed internet café business to deceive and lure children in the aforementioned way. Mr. Bunphasong subsequently informed police about various clients involved with the operation, including high-profile Russian
musician Mr. Mikhail Pletnev.
Mr. Pletnev was then arrested by police on Monday and charged with the rape of a 15-year-old boy. He is also suspected of being involved with the paedophile network due to his friendship with Mr. Bunphasong. In subsequent interviews with PDN, Mr. Pletnev acknowledged having a friendly relationship with Mr. Bunphasong and also the existence of a small-scale internet café business being run by Mr. Bunphasong in Soi Nernplubwan. He denied having any knowledge of the illegal business operating behind the scenes or any involvement with indecent acts regarding children.
Mr. Noja revealed that investigations would now proceed to uncover further offenders involved with the illegal operation, whilst the Banglamung Culture office has been entrusted with investigating internet cafes in the area, checking for illegal activities and/or valid business licenses. The Children & Woman Protection Center has already
devised a “blacklist” of suspected offenders involved with the network and investigations into the whereabouts of the wanted men are already underway.
In relation to the case of Mr. Pletnev, Lieutenant Colonel Ormsin Sukkankha (Banglamung Police Investigator & Chief of the Children & Woman Protection Center) revealed that the investigative team had already begun interviewing several key witnesses in the case, who have provided statements and are cooperating with the delicate investigation. Further to that, he urged anyone who has knowledge of the case or information regarding indecent acts perpetrated against children to come forward and provide a statement to local police.
Lastly, Police have had to offer protection to several witnesses involved with the high profile case, whilst a report of attempted bribery has also been revealed by investigators.
