Negligent driving and heavy rain combined to cause the tragic death of a Thai woman in central Pattaya on Sunday. The accident occurred near the Carre Four Department Store on Central Pattaya Road.

Pattaya, the 4th of July 2010 [PDN]: At approximately 2:30am on Sunday, Major Pratiphat Phoomlee (Pattaya Police Investigator) was notified of a fatal traffic accident near the Carre Four Department Store in Central Pattaya. A team of investigative officers and the Sawang Boriboon Foundation were immediately dispatched to the incident to investigate.

Officers attending the scene discovered the deceased body of a female motorcyclists, now known to be Miss Jariya Techatraiphop [38], lying on the road. Medical examination revealed that Miss Techatraiphop had suffered a broken neck and had certainly died instantly on impact with the road. Nearby was the damaged remains of her Yamaha motorbike.

Miss Techatraiphop was known to be a receptionist at the Korean Karaoke Bar in Pattaya. She had apparently spent several years in Korea before returning to Thailand to live.

In close proximity to the accident, a bronze-blue Isuzu pickup was parked on the opposite side of the road with a damaged front end. The driver of the vehicle, Mr. Natthaphon Dangchaiyaphom [22], confronted officers to explain the situation.

Mr. Dangchaiyaphom confessed that he had been driving along Central Pattaya Road in heavy rain when he moved to overtake a slow moving Song Taew crossing the unbroken centerlines. Miss Techatraiphop was travelling at speed in the opposite direction, colliding with Mr. Dangchaiyaphoom’s pickup as he crossed into oncoming traffic.

Officers subsequently arrested Mr. Dangchaiyaphom who is expected to be charged with negligent driving occasioning death whilst the deceased body of Miss Techatraiphop has been sent to the Banglamung Hospital where a post-mortem examination will take place.

As I understand it,(from info on another forum w/atty input)in accidents involving the death of a bike rider as a result of a collision with a car/truck, Thai law requires the car/truck driver to be arrested, regardless of who caused the accident. This will result in being incarcerated until bail is granted (hopefully), which may be several days. Moreover, the case when heard by the court, will result in the car driver making restitution to the survivers of the deceased, even if the bike rider was drunk, and riding in the wrong lane at the time the accident occured. This explains why reports of accidents in the PDN mentions the car driver is always charged, regardless of who was at fault....TIT

Of course, reading the article, a baht cab is the usual suspect. They frequently and selfishly stop in the middle of the street causing accidents when people are forced to pass them. The Baht cabs seem to be involved in at least half the accidents in Pattaya

Maybe the arresting of people whose stupidity causes fatal and injury accidents might reduce some of the reckless selfish driving here without resorting to the petty methods used in our home countries.
