Pattaya, the 30th of June 2010 [PDN]: At approximately 3:30pm on Wednesday, Captain Ekkachai Moonlee (Sattahip Police Investigator) was notified of a fatal motorbike accident at the 165km mark along the Sukhumvit Road. A team of investigative officers and members from the Sawang Rodjanatham Foundation were immediately dispatched to the scene.

At the scene, opposite the military training barracks in Bang Saray, officers discovered the deceased lying on the roadside next to his severally damaged Yamaha Spark motorbike. The man, later identified as Mr. Thongyun Phalaphon [45] a local lottery salesman, had died on impact with the road suffering from a fractured skull and broken neck.
Nearby officers confronted a Miss Manatsawin Ketthong [25], the driver of the bronze Toyota Vios which collided with the deceased. In a state of shock, she explained that she had been driving along the Sukhumvit Road at speed when Mr. Phalaphon had come out of the military barracks in order to cross the main road. Miss Ketthong pleaded that she did not have enough time to stop in order to avoid the accident.

Several witnesses to the incident have been asked to provide statements regarding the incident, whilst Miss Ketthong has been arrested. A charge of negligent/careless driving causing death is expected to be placed against Miss Ketthong pending the conclusion of police investigations.

She is Thai, and she is of a social class high enough to be driving a fairly late model car, so there is probably more to this.
She claims to have been going at speed. The bike pulled out in front of her at a point where she was unable to stop intime. Sounds like a failure to yeild the right of way to me. To arrest her is totally wrong unless they suspect impaired driving which is not indicated. The victim was probably know by the locals and was a good seller of illegal lotteries etc and they were pissed at the sight of losing their favourite lottery sales person. I Wonder where his tickets went? hmmmm.....? An autopsy will probably show that he was in a state of impairment at the time of the attempted crossing of a main highway. His buisness, age and gender would suggest that possibility.
As preveiously noted by another commentor, I do not see a bronze colored vehicle but a silver one.
I really wonder about the editing of these articles by PDN. They make way too many mistakes in the writings. eg: The Catholic Priest and Accusations of wrong doing was dropped in a hurry when it was pointed out that they were publishing wrong stories and possibly indecent & suggestive photos of a particular priest. Where did the article go? It should have never been published in the first place. But, it was and the damage may have been done.
Back to the story at hand, going on the eveidence at hand and what has been published, I say an injustice has prevailed upon the female operator of the auto and she should be vindicated and an apology should be extended by the authorities and the PDN.
