Of course I still argued that I was ignorant of this and where did it say this was the case. Any way, I did not have enough money to pay what was required and had to leave my passport whilst going to withdraw the requested amount.
I returned a while later and sat whilst the guy (police) again explained the dates and what will be required on my next renewal. He fiddled about with the paperwork for a few minutes at the same tim
e, asking if I could reclaim the money I had paid him for the over stay. I told him there was no way it would be reimbursed. He then asked if I required a receipt while still fiddling with the paper work, to which my answer was yes. Looking over his spectacles, he asked why I needed a receipt if I couldn’t claim back the money. I explained that I have receipts for every large sum of money so I can keep check of what I had spent.
Then it came….”You want I help you and you help me?” I must have looked pretty damn stupid to him as I sat there with my mouth literally open and looking at him in a stupefied manner. “Sorry?” I asked him. Again he asked the same question but this time adding that we help each other and go 50/50.
I sat there thinking this must be some trick question so I asked again with an apology of “Sorry I do not understand.” Then, as he began trying to explain again in simple English for my simple mind, the penny dropped. Obviously I wasn’t going to say no when I had a chance of having half my money returned, so now I have joined the ‘Club Corruption.’

I think most foreigners would agree the 90 reporting is just "busy work" for the agency, and serves no real purpose, other than another "opportunity".
It would seem the agency does not wish to simplify the procedures by adding consistent standards throughout the nation, and enforcing them accordingly. Giving foreigners these rules in a handout would also lessen the confusion. The booklets handed out currently leave out many "requirements" (depending on the office) that often lead to misunderstandings....
Wish Thailand would graduate to a better standard. Currently in Japan, you report to immigration only when you need to renew your visa, which is every 1, 3 or 5 years. Or you report to the city office when you move or change jobs. Simple and clear.
This 90 day thing sounds so backwards to me.
